Issue Description: Technological, legal, economic, administrative and public policy issues regarding textual names that are translated into Internet Protocol (IP) addresses designating particular servers through which the domain name holder communicates and may be contacted online; they are assigned based on the type of organization or site to be identified by the name, and are generally differentiated by the three-letter suffix provided at the end of the URL.
